Up to 18,000 immigration officials are expected to be among those joining the industrial action on November 30 over public sector pensions. The military have been told to ready themselves to step in if necessary and civil servants have also been approached to help out.
The strike, which has been condemned by ministers, could see two million workers in total stay away from work.
It is set to cause chaos at Heathrow Airport, where bosses have warned passengers they could face "gridlock".
Travellers have been told they might have to queue for up to 12 hours because of the walkout and could be forced to wait in planes if terminals become too blocked. More
