ROME—Italy's political forces were coalescing around the possibility of
an emergency government led by Mario Monti, as the country tries to move
quickly to restore political stability to the euro-zone's third-largest
economy and halt the alarmingly rapid rise in its borrowing costs.
Some key factions remain opposed to the possible candidacy of Mr. Monti—formerly Europe's top antitrust regulator—most notably Italy's influential Northern League and some members of Prime Minister Silvio Berlusconi's center-right coalition.
