PHILADELPHIA -- Three suspects were facing multiple charges Sunday,
including kidnapping and assault, after four mentally handicapped people
were found chained up in a secret room in the basement of a
Philadelphia apartment building.
Philadelphia Police Lt. Raymond Evers told myFOXphilly.com that officers in the city's 15th District were called to a building in the Tacony neighborhood Saturday night to help with a dispute between a landlord and a tenant.
While in the basement of the building, police heard a noise behind a locked steel door. The door was opened to reveal four people chained inside a room. All four had diminished mental capacity and displayed signs of malnourishment. More Read
