Police forces across the UK have confirmed that gangs were not a major factor in causing the riots this summer.
The Home Office says only 13% of those arrested following the disorder were identified as members of gangs.
In London the figure was slightly higher - one in five was thought to have connections to a gang.
Most police forces agreed "gangs did not play a pivotal role."
