The Tory mutiny over Europe was growing as David Cameron travelled to an EU summit where he will seek to hammer out a deal to save the eurozone without having to hold a referendum in Britain.
Former leadership contender David Davis said today that any new treaty change would involve 'a significant change in the balance of power in Europe', which would have to be put to a public vote.
The Prime Minister yesterday faced open defiance from Northern Ireland Secretary Owen Paterson and London Mayor Boris Johnson over his refusal to offer a referendum on Britain’s future in the EU.
Even some of Mr Cameron’s closest Cabinet allies are understood to be shifting to a much more Eurosceptic position, with a five-strong group of ministers planning to visit the Prime Minister as early as today to urge him to toughen his stance. More
