POLICE have refused to take action against officers accused of systematically bullying a police diver.
Peter Andrew Menz, 53, has alleged that soon after he joined the Water Operations Unit in 1996, three officers bound his hands and feet with cable ties, and wrapped his mouth and eyes with industrial tape.
He was then hosed down as he lay helplessly on the floor of the unit's Semaphore headquarters for more than 10 minutes.
One officer then took photos of Mr Menz being held by two others who exposed their genitals and positioned them near his head while Mr Menz was blindfolded. More Read
